Hugh plays Lt. James Biggs, head of the Internal Affairs division of the LAPD. Keanu Reeves plays Tom Ludlow, a somewhat crooked cop who does whatever it takes to get the job done. When Tom's former partner is gunned down, he needs to find out who was responsible, even though there was a lot of bad blood between them. In fact, Tom would have been the prime suspect in his murder had his fellow teammates not covered up the real murder. Throughout the movie, Biggs seems to be trying to build a case against Tom. He pops up here and there just to remind Tom that he's still there. In the end, we find out that it was Tom's boss and mentor, Wander (Forest Whitiker) who'd set up the hit on Tom's old partner to keep him from talking to Biggs about all the dirty dealings Wander's team had been involved in, mostly by Wander himself, who'd been stealing money for years. In a twist, we find out at the very end that Biggs had no intention of burning Tom. He'd actually been baiting Tom throughout the whole movie into figuring out for himself that everyone on his team is way dirtier than he ever thought. See, Biggs knew he'd never be able to bring them down himself through official channels....their reach stretched too far. He knew, though, that Tom wouldn't stop until he found out the truth and, when he did, he'd take care of it in a way that Biggs could never officially be able to do.
